Liverpool fans at anfield on derby day?

Police are looking at fan footage of fans that may have spit and hit Phil Neville during the Merseyside Derby, and everton fans are being investigated for chanting hate chants about Gerrard's daughter. My question is whether or not this happens at other Derby games like united vs. City and they are just making big deal out of this or if this is a rare occurance.
