Should I buy a laser color or should i bring it to the print shop?

I have a small business that sells tiles and other construction hardware on Guam. Every month I send out 400 brochures to contractors and potential customers. Every month the printing charge is approximately 400 dollars (including the printing of envelopes). Should purchase a laser color and print it myself or should I just bring it to a print shop. If i were to print it myself, what printer should I get that guarantees speed, durability, value, and low operating costs. Note that I will be printing thick envelopes and thick paper with photo quality.
