About aieee 2009 all India rank and state rank-reg?

In aieee 2009 I scored all Ind.rank over all 379040 category105963 Tamilnadu state rank10933 category 5611 Please clarify whether I will get any chance of admissions in any of the branch of engg. in any of NITs? Or in any of the sponsored institutes either in tamilnadu or in any other state, and likely institutes etc. further whether I have to approach the institutes directly or any advice will be received from central counseling board.please clarify
