What is the best way to cook pot roast, so it doesn't turn out stringy?

I have tried frying it in a bit of oil and then putting it in a crock pot, and I have just put it in a crockpot with water or beef broth, and it turns out tender, but still, somewhat stringy. Whats the secret to melt in your mouth roast??
