What is making my floating earth wires live?

First of all Mr. Man.... is this Gabe from Monroe? Second the problem you are experiencing is not unusual. You have a bad Grounding Rod or connection to that rod. Make a fresh run of wire from your electric panel to a new 8 ft. rod that you drive into the ground. You will be fine at that point from shock. If there is something actually shorting out in your home it will blow that breaker and you can narrow it down from there. You'll need to make sure of a proper Grounding to Earth for this problem to be cleared up though. Older homes used a 4 ft rod. The code for newer homes is 8 ft. They found that with the increase of more sophisticated equipment the longer rods were needed. Please let me know if this was useful to you.
